E-Street project

Abstract

The main objective of the project is to expand the market for energy efficient street lighting. The partners within the consortium are all convinced about the prosperous future for this technology, its significant energy saving potential (40 to 70 % energy reduction), environmental and economical benefits and the increased level of traffic safety for the public.

The objectives will be achieved by active procurement performed by the involved street light owners themselves and by provoke and participate in further development of standards and legislation that take into account the new options. Further, by communicating to the market players the customers needs, accelerate more cost effective solutions and administrative tools for optimised design and operation of the intelligent street lighting. The project also wants to test new financial instruments within street lighting such as Energy performance contracting and third party financing.

To obtain a significant change in the demand for intelligent street lighting, active demonstration of intelligent street lighting in operation and distribution of selling arguments to other street light holders around Europe will be essential.

The core element for intelligent street lighting is stepless dimming of the lamp depending on the situation; wet or dry ground and even snow in some cases, traffic density and the complexity of the street. In addition the system may include energy metering, two-way communication on the existing power supply and administrative toolkit for utilizing the operational tasks.
 

 

Description of the work
  • Assessment and review of energy savings for different settings (retrofitting, operation, new installations) and positive pollution aspects by eliminating PCB and mercury
  • Coordinated Procurement and joint purchasing of Intelligent street lighting technology
  • Provoke faster development of legislations, standards and guidelines
  • Communicate “customers needs” on technology and administrative aspects
  • Demonstrate financial instruments and performance contracting & standard contracts
  • Dissemination and replication of success

 

 

Expected Results

The most concrete deliverables from the project will be numerous intelligent street lights in operation (or contracted) and hence energy saved. The increased knowledge and awareness of the Intelligent street lighting will be likely more important, though harder to document. New standards for vote within CIE and later CEN are very important for avoiding conservative attitudes to hamper the progress. In short, the expected deliveries are:

Document the market potential in a market assessment and review report, new tender documents and standardized technical specifications, 20-30.000 intelligent street lights implemented within the project period, non proprietary administrative tools for administration and operation
Adapted EPC and TPC solutions for intelligent street lighting

The concrete results will not only document and demonstrate the saving potential for intelligent street lighting. It will also demonstrate new technology, metering system for opening up the electricity market, increase the cross border trade and competition, outsourcing and other efficient tools to reduce cost in design and operation, carefully handling of the PCB and mercury problem and finally demonstrate sustainable solutions for safe roads and streets for the near future.
